Job Summary

ResilientTech Advisors is seeking a Strategic Planning Lead to support a local government client in the development of a data-informed, outcomes-driven strategic plan for the use of opioid abatement funds. This role involves advising on policy alignment, facilitating cross-sector collaboration, and delivering a roadmap consistent with Virginia’s Opioid Abatement Authority (OAA) Gold Standard.

Location: Primarily remote, with targeted on-site engagement for facilitated sessions and stakeholder alignment. Candidates within driving distance of Virginia (Mid-Atlantic/Southeast region preferred) or those comfortable with self-funded travel for client meetings. Project does not include travel expense reimbursement.

Employment Type: 1099, Project-Based through ResilientTech Advisors

Hourly Pay Rate: Negotiable, based on experience

Primary Responsibilities

  • Lead the development of a strategic plan and implementation roadmap
  • Facilitate stakeholder sessions with public safety, justice, behavioral health, and other City partners
  • Develop sustainability and performance measurement components
  • Ensure alignment with OAA guidelines and Virginia Code §2.2-2370

Required Skills & Qualifications

  • 10+ years in public-sector consulting, strategic planning, or public health
  • Demonstrated experience with GRC, compliance, or opioid mitigation initiatives
  • Familiarity with federal/state grant processes or performance reporting
  • U.S. work authorization required
